The Requirements

The ideal candidate for the role of Field Safety and Health Manager will have broad and deep field and management experience in an industrial manufacturing environment. S/he will have strong knowledge of regulations and best practices and hands-on experience developing, implementing and monitoring a safety program in a mid-sized to large business.

To be a strong fit for the role of Field Safety and Health Manager, you will need:
  • A bachelor’s degree in Occupational Safety, Engineering or other relevant technical field; additional certifications are a plus; we will consider non-degreed candidates with outstanding experience and demonstrated success
  • 4 to 8+ years of progressively responsible Safety & Health experience in a heavy equipment industrial manufacturing environment, including 4+ years managing direct reports and a safety program Quick question for you - click here
  • Ability to identify hazards/issues, build and implement best practices and continuously improve safety programs
  • Skill and experience implementing safety processes based on broader organizational goals
  • A deep understanding of OSHA and safety regulations
  • Audit experience
  • Strong computer skills, including MS Office applications (Word, intermediate to advanced Excel, PowerPoint, Outlook)
  • Experience leading change in multi-site environment and managing multiple direct reports
  • A clean driving record

The Role

Role Overview
Reporting to the Production Manager, as Field Safety & Health Manager, you will be responsible for developing, implementing and monitoring company safety & health programs and work practices to build a safety culture and ensure regulatory compliance at the local, state and federal levels. You will directly manage a team of four to six professionals.

Performing your Role
With your strong experience, upon joining us you will hit the ground running. You will immediately entrench yourself in learning what we have in place, get to know your team and other key stakeholders, and establish yourself as a subject matter expert. You will look at our programs and policies and update, revise, streamline and/or create new programs / policies / procedures as appropriate, always effectively communicating changes to create and maintain a safe workplace. Being in the field, leading meetings and gathering information, brainstorming with your team, generating reports and reviewing data / safety statistics, investigations etc. will all be tools you will use to identify issues and successes and recommend solutions and strategies for continuous improvement. You will maintain high expectations with the goal of zero accidents year-over-year. To reach your goal, in the following areas, your specific responsibilities will include:

Worksite Safety
  • Working with Project Managers to develop an effective Project Safety Plan for each project. You will:
    • Identify safety risks and determine effective means of abatement
    • Ensure that required personnel training, PPE’s, equipment and procedures are included in the Project Safety Plan
    • Ensure the plan conforms to Federal and State OSHA regulations and Bay Ship policy
  • Monitoring each project to ensure that it is set up and managed in accordance with the Project Safety Plan, Federal and State OSHA regulations and Bay Ship policy. You will:
    • Inspect worksites (including workshops) as frequently as necessary to adequately monitor compliance
    • Advise the appropriate production supervisor of non-compliant or hazardous conditions, provide support and maintain vigilance as necessary to ensure that corrections are accomplished as required
  • Managing the Confined Space and Shipyard Competent Person programs to ensure that all confined space inspection and entry is conducted in accordance with Federal and State OSHA regulations and Bay Ship policy
Equipment Safety
  • Ensuring that equipment on all worksites and in shops is safe and compliant with Federal and State Occupational Safety and Health regulations
  • Monitoring equipment maintained by Production Support and the Drydock and Maintenance Departments to ensure a safe and proper working condition for all equipment, including but not limited to: cranes, man-lifts, forklifts, gear and equipment for rigging, drydock lighting (critical to our swing shift), drydock wingwall catwalks stanchions and life rings
  • Providing guidance in the use and safe operating condition of safety related equipment not normally controlled by Production Support or the Drydock or Maintenance Departments, including but not limited to: scaffold equipment and ladders, gangways, life vests, and safety harnesses (PFAS)
  • Ensuring that company property and worksites are adequately protected from threat of fire; managing the placement and routine servicing of fire extinguishers on company property and worksites
Safety Training
You won’t do the safety training yourself, in most cases, but you will:
  • Ensure that all Bay Ship production employees are qualified, in compliance with OSHA and company policy, for the work they are expected to perform.
  • Ensure that all qualifications shown on the Safety Qualification Report (SQR) correspond to the work being performed by the employee
  • Support the company Safety Training Program to accomplish timely, cost effective training as required by OSHA and Bay Ship policy
Safety Regulatory Compliance
  • Representing the company with regulatory agencies, (i.e., Federal and State OSHA) by:
    • Accompanying inspectors on tours of company property and worksites
    • Responding as required to any notices of violations and ensure that appropriate corrective action is taken
  • Developing and implementing Occupational Safety and Health procedures to meet government and company objectives and to provide optimum safety risk management for the company
  • Ensuring that company policy is continuously in conformance with Federal and State Occupational Safety and Health regulations
  • Maintaining expertise in OSHA, Cal/OSHA, Coast Guard, and all other applicable regulations
Injury Management
  • Ensuring a First Aid Program is in place that supports the needs of production and that there are sufficient trained first responders to provide adequate response in the event of a workplace injury or illness
  • Periodically reviewing injury logs and workers’ compensation loss runs to identify trends and specific problem areas in need of special attention; collaborating with Project Managers to ensure proper corrective action and cost control
  • Providing to the Workforce Manager all data needed in support of Workers Compensation claims processing
  • Ensuring that first aid supplies are maintained in a secure manner and manage inventory levels so that the proper materials are available when needed
