The Field Safety Supervisor is responsible for developing, implementing and monitoring company safety and health programs and work practices to strengthen our safety culture and ensure regulatory compliance at the local, state and federal levels. The position leads the company’s team of Field Safety Employees and works closely with the Environmental Manager. The Field Safety Supervisor is responsible for managing an effective and compliant safety program for all production crafts, shops and field activity, including safety standards, training, inspections and enforcement. The Supervisor is also responsible for continual improvement of the field-related aspects of the company’s return to work program. This individual will work closely with senior leadership to assess current programs and policies and update, revise, streamline and/or create new programs, policies and procedures as appropriate.
Duties for the position include, but are not limited to:
Worksite Safety
- Monitor and control worksites to ensure safe work conditions. When necessary, stop & prevent unsafe actions or unsafe use of equipment or tools.
- Assist in the development of new or revised safety programs; prepare recommendations and implement those which meet approval. Establish target areas and long-range accident prevention and cost-control objectives.
- Work with Project Managers on initialized projects to develop and maintain an effective Project Safety Plan for each new project and for each change order associated with that project.
- Monitor each project to ensure that it is set up and managed in accordance with the Project Safety Plan, Federal and State OSHA regulations and Bay Ship policy.
- Plan and direct safety and industrial hygiene services to obtain optimum, efficient and effective service.
- Ensure all BS&Y Environmental, Health and Safety programs are managed in accordance with OSHA regulations and Bay Ship policy.
- Develop Annual Safety Health Accident Reduction Plans with the goal of zero work related injuries (IIPP)
Facilities and Equipment Safety
- Ensure that all company property and worksite fire protection complies fully with all applicable regulations.
- Monitor and control company facilities and equipment to ensure full compliance with OSHA regulations and Bay Ship policy.
- Inspect worksites, including workshops, as frequently as necessary, to adequately monitor compliance.
- Advise the appropriate production supervisor of non-compliant or hazardous conditions; provide support and maintain vigilance as necessary to ensure that corrections are accomplished as required.
- Provide guidance in the use and safe operating conditions for safety related equipment not normally controlled by other departments, such as scaffolds, ladders, gangways, life vests and safety harnesses.
Injury & Illness Prevention Program (IIPP) Management
- Manage a First Aid Program to ensure that any response in the event of a workplace injury or illness meets all applicable regulations. Ensure that first aid supplies are maintained in a secure manner and manage inventory levels so that the proper materials are available when needed.
- Manage an effective reporting and incident investigation program. Provide the HR Department with all data needed in support of workers compensation claim processing, near-misses and safety policy violations.
- Periodically review injury logs and workers’ compensation loss runs to identify trends and specific problem areas; collaborate with the HSE, HR Manager and Shop/Project Managers to ensure effective corrective action and cost control.
- Monitor personnel light or restricted duty and work with the HR Manager to effectively manage the Return to Work Program.
Staff Management
- Recruit, develop and effectively manage a high performance staff.
- Accomplish timely and effective personnel evaluations.
- Manage grievances, discipline and personnel issues proactively and effectively.
- Develop and maintain effective procedures and a productive, positive working environment.
Administrative Management
- Develop, monitor and control department budgets to meet annual objectives.
- Effectively manage all safety documentation, procedures and the Safety Manual.
- Develop or revise procedures and work instructions as necessary to provide for the effective management of all craft and shop department activities.
- Provide reports and data to EHS Manager for OSHA or regulatory bodies for compliance, reporting, inspections and/or citations.
- Provide Field Health & Safety guidance to Bay Marine Boat Works, Svendsen’s Boat Works, 292 and Pier 50.
General
- Assist and support other managers and departments as appropriate.
- Work effectively with Environmental Manager.
- Accomplish additional tasks as assigned and as necessary for the success of the organization.
- Routinely contribute to the continual improvement of the organization.
Minimum Qualifications:
- Bachelor's degree in the fields of Occupational Safety, Safety Engineering, Mechanical Engineering, or other related field.
- Certified Safety Professional (CSP) status required.
- Certified Occupational Safety Specialist (COSS)
- Ten years' of professional experience in management/ field safety in heavy industrial industry. Five years’ minimum of experience managing direct reports and safety programs.
- Project management experience required.
- Must have proven experience and demonstrated strength establishing new policies, auditing safety programs, tracking and leading lagging indicators.
- Knowledge and prior involvement in the Workers Compensation management process, including return to work programs.
- Strong knowledge of OSHA/CALOSHA regulations and compliance; proven strengths in all areas of Field Health and Safety.
- Ability to identify hazards/issues, build and implement best practices and continuously improve safety programs.
- Deep understanding of legal health and safety guidelines.
- Experience in incident investigation and reporting requirements.
- Outstanding attention to detail and observation ability.
- Strong verbal, written, analytical skills and the ability to interact effectively with all levels of employees and management.
- Good knowledge of data analysis and risk assessment.
- Ability in producing reports and developing relevant policies.
- Ability to work, operate and problem solve in a fast-paced, fluid environment with ever-changing priorities.
- Must possess firm and effective leadership and management skills. Strong team and meeting facilitation skills are essential.
- Strong interpersonal skills and the ability to work collaboratively with other departments.
- Strong computer skills, including MS Office applications, such as Word, intermediate to advanced skills with Excel, PowerPoint, and Outlook.
